UK Financial Conduct Authority Statement Following Press Reports On The Senior Managers’ And Certification Regime
Following reports in the press about HM Treasury’s intention to extend and make changes to the Senior Managers’ and Certification Regime, Tracey McDermott, acting chief executive of the FCA, said:

Federal Court In Ohio Orders Bradley A. Miklovich, A Former Associated Person Of Rice Investment Company, To Make Full Restitution For Unauthorized Trading
The U.S. Commodity Futures Trading Commission (CFTC) today announced that Judge John R. Adams of the U.S. District Court for the Northern District of Ohio entered judgment in the CFTC’s favor against Bradley A. Miklovich of Stow, Ohio. The Order, entered on September 30, 2015, resolves charges that Miklovich, a former Associated Person of Rice Investment Company (Rice), a registered Introducing Broker located in Maumee, Ohio, made unauthorized trades for two customers’ accounts and falsified a customer’s account statements and Rice’s internal documents, in violation of the Commodity Exchange Act (CEA) and CFTC Regulations. The Order requires Miklovich to make full restitution to Rice in the amount of $566,360 and to pay a $100,000 civil monetary penalty. The Order also imposes permanent trading and registration bans on Miklovich and prohibits him from further violations of the CEA, as charged.

US Listed Options Volumes Slipped In September + CBOE Trade Value Reached Highest In 2015, According To The TABB Options LiquidityMatrix
While September US listed options volumes fell 17% from a tumultuous August, September still came in as the third-highest month for volume in 2015, according to the monthly TABB Options LiquidityMatrix™, now managed by Callie Bost, a listed derivatives analyst at TABB Group, covering market structure, regulation, technology and trader psychology in exchange-traded options and futures. She recently joined TABB from Bloomberg, after covering US equities and options on broad-market indices, ETFs and single stocks.

Statement Of CFTC Commissioner J. Christopher Giancarlo On The Fourth No-Action Letter Delay For Certain Package Transactions
The Division of Market Oversight has now delayed for the fourth time compliance with the trade execution requirement and required execution methods for certain package transactions. After four delays, the CFTC should admit that forcing certain complex package transactions to trade via SEFs’ limited execution methods for Required Transactions is simply not workable. As I have previously stated, the package transaction issue is an example of the CFTC’s misguided approach to SEF execution.

CFTC Further Implements Trade Execution Requirement
The U.S. Commodity Futures Trading Commission’s (CFTC or Commission) Division of Market Oversight (Division) announced today further extension of time-limited no-action relief for swaps executed as part of a package transaction in the categories, described below, that currently receive relief under CFTC Letter 14-137. This extension of time-limited relief will enable the Division to continue to further assess the appropriate response for applying the trade execution requirement to swaps in certain types of package transactions.
