IOSCO Consults On Certain Internal Controls And Procedures Of The Credit Rating Agencies
The Technical Committee of the International Organization of Securities Commissions (IOSCO) has published a consultation report, Credit Rating Agencies: Internal Controls Designed to Ensure the Integrity of the Credit Rating Process and Procedures to Manage Conflicts of Interest. This Consultation Report describes certain internal controls and procedures that credit rating agencies (CRAs) use to promote the integrity of the credit rating process and address conflicts of interest, with a view to promoting a better understanding of these practices. The views of stakeholders and CRAs on these questions will assist the IOSCO with further analysis of the internal controls and procedures used by CRAs.

CME Group To Expand CBOT Grain And Oilseed Open Out-Cry Trading Hours During USDA Crop Reports
CME Group, the world's leading and most diverse derivatives marketplace, today announced it will offer expanded floor trading hours in its CBOT grain and oilseed futures and options during major United States Department of Agriculture (USDA) Crop Reports, pending CFTC certification. The floor trading open will be changed to 7:20 a.m. CST, from 9:30 a.m. CST, on mornings of specified reports beginning June 12, 2012.

EMCF Goes Live With Clearing For Turquoise - Joins EuroCCP, LCH.Clearnet And SIX X-Clear - Promotes Additional Competition And Customer Choice
Effective today, European Multilateral Clearing Facility N.V. (EMCF) will provide clearing services for Turquoise, Europe's fastest growing pan-European trading platform. EMCF joins EuroCCP, LCH.Clearnet and SIX x-clear in providing a wide choice of clearing options to Turquoise members for trading on its pan-European equities platform. EMCF has secured an initial customer and expects to register further participants over the coming days and weeks.

IntercontinentalExchange Announces Record Brent Crude Option Volume
IntercontinentalExchange (NYSE: ICE), a leading operator of global regulated futures exchanges, clearing houses and over-the-counter (OTC) markets, reported record daily volume in ICE Brent Crude options of 78,508 contracts on May 24, 2012. The previous daily volume record was 63,494 on May 2, 2012.

Bursa Malaysia Reprimands, Fines And Suspends Three Dealer's Representatives For Manipulative Dealing Activities
Bursa Malaysia Securities Berhad (Bursa Securities) has publicly reprimanded, fined and suspended three Dealer's Representatives (DR) for engaging in manipulative dealing activities in the securities of Ideal Jacobs (Malaysia) Corporation Berhad (IJACOBS) and several other counters. The three DRs are further required to undergo training on the conduct or professionalism of DRs and market offences (Mandatory Training).

Phillip Securities Acquires TOCOM Broker Membership
The Tokyo Commodity Exchange (TOCOM), Japan’s largest commodity futures exchange, announced that Phillip Securities Japan, a Japanese subsidiary of Phillip Capital, a major Singapore based financial institution, acquired Broker Membership on May 24, 2012. Phillip Securities Japan is entitled to trade and clear for its global customers in the precious metals, oil and rubber markets. The total number of TOCOM members is now 84 (including 21 Broker Members).

European Financial Integration In Times Of Crisis - Speech By Peter Praet, Member Of The Executive Board Of The European Central Bank, At The ICMA Annual General Meeting And Conference 2012, Milan, 25 May 2012
It is my pleasure to be here today at the annual ICMA General Meeting. In the last 40 years, ever since European capital markets acquired a global importance, the International Capital Markets Association has played an important role in promoting contact, information exchanges and initiatives among issuers, managers, dealers and investors active in international financial markets. A central goal of ICMA is to foster the openness and competitiveness of financial markets, globally and in Europe. This is an objective that the ECB wholeheartedly shares. In times of crisis, more than ever, we need effective action, so that we can achieve this goal.
