Xavier Tessier has been appointed director of international affairs at the Regulatory Policy and International Affairs Division with effect from 1 July 2009. He will be responsible for the AMF's international activities, notably its participation in international and European regulatory bodies, relations with European institutions and bilateral relations with the AMF's foreign counterparts.
Xavier Tessier, 43, is a graduate of Sciences Po and holds a law degree. He began his career in 1992 at the internal audit division of Banque Indosuez. In 1994 he moved to the Conseil du marché à terme, the regulatory authority responsible for the Paris futures exchange (MATIF). He joined the Conseil des marchés financiers when that authority was created in 1996, serving as an executive officer in the regulation and authorisation department. In 1999 Mr Tessier moved to the Commission des opérations de bourse (COB), occupying the posts of executive officer for European affairs at the international relations department (1999 – February 2002) and deputy head of the international relations department (February 2002 – July 2002) before becoming head of that department in July 2002. When the Autorité des marchés financiers was formed in 2003, the international affairs department, then headed by Mr Tessier, was assigned to the Regulatory Policy and International Affairs Division. Xavier Tessier chairs the Implementation Task Force of the International Organization of Securities Commissions, which is responsible for reviewing the international principles of financial regulation.
