LuxTrust has been created to support and secure existing business needs and to promote the development of new e-business and e-government opportunities. Following a European Request For Proposal (RFP) process, LuxTrust selected the “u-Trust” consortium as a subcontractor to build, host and operate the PKI infrastructure. “u-Trust” is a consortium composed of Clearstream Services, CETREL, HITEC and eBRC. Clearstream Services will manage and produce the electronic certificates. It has been selected for its expertise and recognized experience in managing a PKI infrastructure. CETREL – which has been chosen as the prime contractor by the consortium members - will be, amongst other tasks, in charge of the production of the Smart-Cards. HITEC Luxembourg will be the consortium project office and quality assurance coordinator. Finally eBRC will manage the telecommunication line infrastructure. Clearstream Services and CETREL are the main technology and outsourcing partners and will also share the signing server services of the PKI infrastructure.

Clearstream Services has been a very early adopter of PKI technology and electronic certificates form the basis for customer-facing security mechanisms. Since 2000, it has produced over 200,000 certificates to authentify, sign and encrypt exchanges of data with its customers. Clearstream Services is part of Clearstream, the settlement and custody arm of Deutsche Boerse Group. Since 2005, it is a recognized “Professionnel du Secteur Financier” (PSF) by Luxembourg’s ministry of finance.
