Disruptive Trading Practices Interpretive Order
I support the proposed interpretive order regarding disruptive practices on designated contract markets or swap execution facilities. Congress expressly prohibited three trading practices that it deemed were disruptive of fair and equitable trading. Today’s order provides additional guidance to market participants and the public on the trading, practices and conduct that violate these statutory provisions. The order also addresses comments received by the Commission at the December 2nd roundtable and in response to the Advanced Notice of Proposed Rulemaking on disruptive trading practices. The order addresses the comments by clarifying how the Commission will interpret and implement the provisions of Section 747. I look forward to hearing from the public in response to this proposed interpretive order. The comment letters and staff roundtable were extremely helpful in formulating this proposed order.

Dato' Tajuddin Atan To Be Appointed As New CEO Of Bursa Malaysia
Bursa Malaysia Berhad today announced the appointment of Dato' Tajuddin Atan as its Chief Executive Officer with effect from 1 April 2011. He will take over from Dato' Yusli Mohamed Yusoff who will be in office until 31 March 2011.

Tokyo Stock Exchange: The Commencement Date, Etc. Of "Indicative Net Asset Value" For Exchange Traded Funds
Tokyo Stock Exchange (TSE) will begin calculating and publishing real-time Indicative Net Asset Value (Indicative NAV) per share for Exchange Traded Funds (ETFs) in order to improve investor convenience as announced on December 29, 2010.

HKFE Announces Revised Margins For China Communication Construction Futures Contracts
Hong Kong Futures Exchange Limited (HKFE), a wholly-owned subsidiary of Hong Kong Exchanges and Clearing Limited (HKEx), has announced that with effect from the commencement of trading on Wednesday, 2 March 2011, the minimum margins to be collected by an Exchange Participant from its clients in respect of their dealings in the following futures contract will be as outlined in the table below. The adjustments are based on the clearing company's normal procedures and standard margining methodology.

Trading Volume On FORTS Exceeded USD8.5 Billion
On February 25, 2011 at the end of the trading session the trading volume on FORTS, the futures and options market of RTS, reached a total value of USD8,512,147,548 (RUB249.3 billion) representing 4,970,221 contracts, showing its highest value since the launch of trading on this market.

SSE Standardizes Online Voting For Better Shareholders Protection - The Amended "SSE Detailed Rules For Online Voting At Shareholders' Meetings Of Listed Companies" Is Published Today
To further standardize the online voting at shareholders' meetings of listed companies, facilitate the exercise of voting rights of listed companies' shareholders, and protect the legitimate rights and interests of investors, the Shanghai Stock Exchange (SSE) today published the newly amended "SSE Details Rules for Online Voting at Shareholders' Meetings of Listed Companies". Revised from its predecessor promulgated on September 8, 2006, the new one includes rules for online voting for margin trading and securities lending and adds specific stipulations on facilitating online voting of listed companies and investors.
