Thanks very much. It's a pleasure to be part of this panel on the future of financial globalization. I will focus my remarks on one important aspect of this issue--namely, the growing use of wholesale dollar funding by global financial institutions. I'll begin by briefly discussing research I've been doing, along with my coauthors Victoria Ivashina and David Scharfstein, which examines some of the consequences of this funding model during times of market stress. I'll then touch on the policy implications of this and related work. But first, the usual disclaimer: The views that follow are my own and do not necessarily reflect the thinking of my colleagues on the Federal Open Market Committee.

Treasury International Capital Data For October
The U.S. Department of the Treasury today released Treasury International Capital (TIC) data for October 2012. The next release, which will report on data for November 2012, is scheduled for January 16, 2013.

Statement Of Support – Adaptation Of Regulations To Incorporate Swaps – Records Of Transactions, CFTC Chairman Gary Gensler
I support the final rule to amend 1.31 and 1.35(a) of the Commodity Futures Trading Commission’s (CFTC) regulations to conform them to recordkeeping requirements for swap dealers and major swap participants. The rule enhances the Commission’s enforcement program for the futures market to promote market integrity and protect customers.

CFTC Approves Final Rule On Adaptation Of Regulations To Incorporate Swaps – Records Of Transactions
The U.S. Commodity Futures Trading Commission (CFTC) today approved a final rule to enhance the Commission’s enforcement program for the futures market. The rule amends CFTC regulations 1.35(a) and 1.31 to conform them to recordkeeping requirements for swap dealers and major swap participants under the Dodd-Frank Wall Street Reform and Consumer Protection Act.

Performance Update Of The EDHEC-Risk Alternative Indexes - Broad Gains For Hedge Funds In November
In November, stocks rebounded slightly (S&P 500: 0.58%), with an implied volatility index falling back near 2012 lows (VIX: 15.9%). High-grade bonds were mixed, advancing globally (Lehman Global: 0.52%), but retreating in the US (Lehman US: -0.20%). Risky credit experienced its first setback in six months (credit-spread index: -0.84%) while convertible bonds erased the previous month’s loss (0.94%) to reach a new high so far this year. Commodities bounced back (1.93%) but remain approximately flat year-to-date while exhibiting tremendous volatility, whereas the US dollar progressed only marginally (0.20%).

SEC Charges Germany-Based Allianz SE With FCPA Violations
The Securities and Exchange Commission today charged Germany-based insurance and asset management company Allianz SE with violating the books and records and internal controls provisions of the Foreign Corrupt Practices Act (FCPA) for improper payments to government officials in Indonesia during a seven-year period.
