Financial Stability Oversight Council To Meet May 7
On Wednesday, May 7, Secretary Jacob J. Lew will preside over an open session of the Financial Stability Oversight Council. The Council will vote on its annual report, which will describe the activities of the Council, outline significant financial market and regulatory developments, analyze potential emerging threats to financial stability, and make relevant recommendations. In addition, the Council will consider adopting enhancements to its existing transparency policy and bylaws for its Deputies Committee.

Highlights include:
- European equities continued to strengthen in April; the S&P Europe 350 ended the month with a 2% gain. Returns were led by the U.K; celebrating a fifth consecutive quarter of growth and more than recovering March’s losses.
- Most European sectors performed well as 8 out 10 finished in the black. Information Technology has been having a bad month globally and Europe was no exception (down 4%). Meanwhile Utilities – still up over 10% year to date – reversed trend with a small loss in April.
- GGreece returned to the bond markets with a triumphant issuance of a €3bn five-year; yields fell across the Eurozone - particularly in southern Europe. The S&P Eurozone Sovereign Bond index gained 1.6% on the month.

US Treasury: Report On Foreign Portfolio Holdings Of U.S. Securities At End-June 2013
The final results from the annual survey of foreign portfolio holdings of U.S. securities at the end of June 2013 were released today on the Treasury website at http://www.treasury.gov/resource-center/data-chart-center/tic/Pages/fpis.aspx. The survey was undertaken jointly by Treasury, the Federal Reserve Bank of New York, and the Board of Governors of the Federal Reserve System. The next survey will cover holdings at the end of June 2014; preliminary data are expected to be released by February 27, 2015.

Attorney General Eric T. Schneiderman today announced that PR Newswire, a leading news distribution and reporting firm, has agreed to require its direct data feed recipients to certify that they will not engage in high-frequency trading when using direct feeds of the information PR Newswire distributes on behalf of its clients. PR Newswire also agreed to counsel its customers that wish to release information upon the close of the markets to do so after 4:00:00 p.m., to ensure that high-frequency traders do not have the ability to trade on the news in the milliseconds after the closing bell. Today’s announcement follows agreements earlier this year between the Attorney General and Business Wire and Marketwired, each of which agreed to stop providing similar market-moving data to high-frequency traders.
